What is License & Theft?
The License and Theft Bureau was created in 1921 by the North Carolina General Assembly. It is the
oldest State Law Enforcement Agency in North Carolina. Its initial purpose was to combat vehicle theft
which was rising due to the increase in the sales of the Model-T Ford. The License & Theft Bureau swore in the first 9 State Law Enforcement Officers to combat the raising increase in stolen Model T Ford motor vehicles of that era. Today, it is estimated that vehicle theft costs U.S.consumers
$8 billion annually. We now employ approximately 150 Investigators and their primary
responsibilities include Vehicle Theft, Title Fraud, Driver License /I.D. Fraud, Vehicle Inspection
Sticker Fraud and Vehicle Odometer Fraud. They also enforce the rules and regulations governing
Vehicle Dealers, Vehicle Safety and Emissions Inspection Stations, Vehicle Towing and Storage
Facilities, and Vehicle Repair Businesses. We are committed to providing excellent service to the
North Carolina citizens and visitors.
The License and Theft Bureau is a member of the State Emergency Response Team which includes assisting Federal Emergency Management Administration of the Department of Homeland Security (FEMA), state, and local authorities by providing humanitarian relief to victims and
ensuring security to disaster areas. The Bureau agents also assist local law enforcement in
carrying out routine police duties to supplement departments in their disaster efforts during
a declared state of emergency.
