Can't start NCMAP
Unlike V7 in V8 in order to access NCMAP you must be in the Location and Survey Workspace. So the easiset thing to do is to exit out of your drawing and open it again making sure to select the Location Workspace from the MSStart dialog.

Files exported from 3D to 2D will measure incorrectly when referenced (Coincident-World) to a file that has a different global origin. (The measurements are noticeably different.)
