Mission
To provide Physical Security/Loss Prevention Program for
the Department of Transportation. This includes field
inspections, identification badges, key control, investigations,
work place violence, crime and fire watch programs, evacuations,
first aid, and monthly/yearly reports on any of the referenced
areas.
Objectives/Functions
- Conduct routine physical security/loss prevention
inspections of all Department of Transportation installations
in conjunction with and in addition to field management
personnel. The Departments Physical Security/Loss
Prevention Manual contains the check list of items
to be inspected, reporting procedures and corrective
actions.
- Review all SBI reports that are submitted by all
Department of transportation offices when there has
been a theft, larceny, arson, misuse of property,
etc. When applicable, submitted copy to State Bureau
of Investigation in accordance with G.S. 114-15. Enter
all SBI reports into the computerized security file.
Prepare annual report on for the Secretary and other
designated management personnel.
- Supervise and coordinate DOT security guard and
contract security guards in Wake County. Prepare Standard
Operating Procedures that are followed by the security
guards. Provide training and maintain updated materials
and changes to OSP. Oversee performance standards
in accordance with the current DOT contract.
- Investigate unusual theft, misuse of state property,
workplace violence, etc. This includes preparing case
notes, coordinating with SBI or local law enforcement,
and reporting findings to head of department.
- Administer standards for various security measures
in Raleigh buildings. This includes door alarms, controlled
access, unauthorized people in buildings, vandalism,
break-ins, etc. Maintain an emergency contact list
for any problems that arise within any building/section.
- Administer identification badge program for DOT
employees, General Assembly employees and train hosts
volunteers for the Rail Program. Oversee card key
access program, video imaging identification badges
and training security guards in use of computers.
- Administer evacuation programs for fire, bomb threat
and tornadoes in all Raleigh area buildings. Prepare
evacuation manuals to the needs of the building and
assist in appointing evacuation teams. training is
also provided.
- Assist in administrating the Crime Watch/Fire Watch
program. Employees are trained to observe and report
crimes, potential problems and forest fires to appropriate
authorities using the Department’s communication system.
training is with the assistance of the Highway Patrol.
- Perform security survey of any potential leased
building or leased building already occupied by DOT
employees. Make recommendations to bring building
up to minimum ADA requirements, suggest security measures
to take, etc.
- Contact person for any workplace violence especially
for the area outside of Raleigh. Coordinate investigation
with Personnel.
- On call 24 hours a day for any type of emergency:
fire alarms, break-ins, workplace violence, etc.
- Assist SBI or local law enforcement with any investigations
involving the Department of Transportation.
