The Contractor Utilization Section serves to set *DBE/*MBE/*WBE goals for all projects that are
let centrally through Raleigh. These goals are advertised with the projects. For apparent low
bidders on these projects who do not attain enough participation to meet the advertised goal(s),
there is required a Good Faith Effort report that must be submitted to this Unit. This section,
in conjunction with the Office of Civil Rights, reviews these reports and makes recommendations to
senior management.
*DBE - Disadvantaged Business Enterprise
*MBE - Minority Business Enterprise
*WBE - Woman Business Enterprise
