Minority, women and disabled-owned businesses are encouraged to learn more about federal and state certification programs and contractor requirements prior to doing business with NCDOT.

DBE Certification

The DBE Certification is for contractors that perform transportation related design and construction for the Department of Transportation. NCDOT is required to set goals for and track the participation of minority, women and disabled-owned businesses on federally funded projects. A firm must be certified as a Disadvantaged Business Enterprise in order for their participation to be counted towards NCDOT’s established participation goals.

Firms that are certified as DBEs are eligible to receive technical and financial assistance and other business development services.

Contractor Requirements on NCDOT Projects

Prime contractors must be "prequalified" before they can bid on centrally let (versus division-let) projects. Subcontractors must be "prequalified" before they can perform work on centrally let NCDOT projects. However, they can submit bids to prime contractors before they have been "prequalifed." Private engineering firms must be "prequalified" before or during the submittal of a letter of interest.

Historically Underutilized Businesses (HUB) Certification

The HUB certification is for firms providing goods, services, and general construction for the Department of Transportation. The State of North Carolina tracks its procurement activity with minority, women and disabled-owned businesses. The NC Department of Administration’s Office of Historically Underutilized Businesses administers this program and certifies firms as HUBs.
