Business Development

According to a recent survey, disadvantaged business enterprises report the following as their top needs:

• Access to business financing
• Bonding
• Marketing assistance with prime contractors
• Obtaining more contracting opportunities with NCDOT
• Access to skilled workers

OCR's Business Development services assist minority, women and disabled owned firms in addressing these needs. OCR offers a wide-variety of training and technical assistance services to DBE firms, and job training & placement services for unemployed adults through its Business Opportunity and Workforce Development Program.

OCR offers technical assistance services and technical training to certified DBE firms. Services are delivered primarily through 3 geographically dispersed BOWD Centers located in Raleigh, Fayetteville and Charlotte. A fourth center is planned for Greensboro. OCR also works with other strategic partners to deliver targeted services required by DBEs.

OCR also works closely with NCDOT’s Office of Contractual Services in the administration of NCDOT’s Contractor Opportunity Program, On-the-Job Training Program and the Mentor Protégé Program.

OCR, primarily through its Business Opportunity Workforce Development Centers and strategic partners, deliver the following types of technical assistance services:

• Management - Management services include business assessments, action plans, prime contractor outreach sessions, business referrals and record keeping system development.



• Operations (Plan Room) - DBEs receive free access to NCDOT plans. Bidding, estimating and engineering assistance is available. Prime contractor matchmaking assistance is provided.



• Finance and Accounting - Financial assistance (for eligible firms) is available through various loan programs. Financial and credit counseling is also provided. DBEs can receive assistance in analyzing financial statements and implementing internal accounting systems.



• Marketing - Marketing plan and marketing material development assistance is available. Services also include website development assistance.



• Human Resources - Human resource program and forms development assistance is available.



• Workforce Development Program - DBEs receive assistance in a variety of workforce development areas including training, recruitment, incentives, monitoring and evaluation.
