Title VI Administration - Overview

Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, and national origin in programs and activities receiving federal financial assistance.

NCDOT’s Title VI Policy Statement

NCDOT guarantees that as a recipient of federal-aid funding, it will ensure nondiscrimination in all programs and activities whether or not those programs and activities are federally funded.

The North Carolina Department of Transportation is committed to nondiscrimination and equal opportunity, which includes each section in the Department and the 14 divisions throughout the state. If you believe you have been subjected to discrimination under Title VI, you may file a complaint.

Title VI Programs

BOWD’s Title VI unit administers three programs:

Environmental Justice

Environmental Justice executive order requires federal agencies, to the greatest extent practicable, and as permitted by law, to achieve environmental justice by identifying and addressing disproportionately high and adverse human health and environmental effects, including interrelated social and economic effects, of their programs, policies and activities on minority populations and low-income populations. Limited English Proficiency

Individuals who do not speak English as their primary language and who have a limited ability to read, speak, write, or understand English can be limited English proficient, or "LEP." These individuals may be entitled language assistance with respect to a particular type of service, benefit, or encounter. (Learn more)

Discrimination Complaint Procedures

If you feel that you have been discriminated against, you may file a formal complaint. BOWD manages the Title VI complaint process for NCDOT. The complaint must be filed within 180 days of the alleged act of discrimination.
