The Contractual Services Unit's mission is to provide optimal service to the contracting community as they conduct business with the North Carolina Department of Transportation and other partners throughout the state. The sections within the Contractual Services Unit are responsible for DBE, MBE/WBE and SBE certification, contractor qualification, contractor training, and contractor utilization.
The Contractor Management Section ensures that those individuals who meet the eligibility standards for inclusion in the DBE, MBE, WBE, and SBE programs are given maximum consideration and afforded opportunities to participate on contracts let by the Department of Transportation.
The purpose of contractor training is to provide training opportunities for women and minorities that will increase their participation in every skilled craft classification in the highway construction industry. The On-the-Job Training Program is one of the many programs designed to meet contractor's training needs.
The Contractor Qualification Section prequalifies prime contractors and subcontractors to work on NCDOT construction projects. The section also prequalifies Construction Engineering and Inspection (CEI) and Claims Analysis engineering firms.
The Contractor Utilization Section evaluates whether bidders on Raleigh let projects or projects which require Board of Transportation approval have met advertised DBE/MBE/WBE goals for given projects, and have used certified DBE/MBE/WBE contractors.
