In accordance with 49 CFR Part 26, the North Carolina Department of Transportation (NCDOT) has established its proposed overall goal for participation of Disadvantaged Business Enterprises (DBE's) in United States Department of Transportation (USDOT)-assisted contracts for federal fiscal year 2008-2009 (FFY09) as follows:

• For federally-assisted highway contracts: 13.0%, with 2.4% projected to be met through race-neutral measures and 10.6% through race-conscious measures.



• For federally-assisted transit contracts: 45.2%, with 10.3% projected to be met through race-neutral measures and 34.9% through race-conscious measures.



• For federally-assisted aviation contracts: 9.6%, with the entire amount projected to be met through race-conscious measures.

In accordance with G.S. 136, the NCDOT has established its proposed overall goal for the Highway portion of the state assisted contracts in state fiscal year 2008-2009 (SFY09) as follows:
