In accordance with 49 CFR Part 26, the North Carolina Department of Transportation (NCDOT) has established its proposed overall goal for participation of Disadvantaged Business Enterprises (DBE's) in United States Department of Transportation (USDOT)-assisted contracts for federal fiscal year 2006-2007 (FFY07) as follows:

• For federally-assisted highway contracts: 9.9%, with 2.5% projected to be met through race-neutral measures and 7.4% through race-conscious measures.



• For federally-assisted transit contracts: 39.1%, with 34.9% projected to be met through race-neutral measures and 4.2% through race-conscious measures.



• For federally-assisted aviation contracts: 11.2%, with the entire amount projected to be met through race-conscious measures.

NCDOT will apply the proposed DBE goal on an interim basis until the final goal is established after advertising and comments.
