DUPLICATE DRIVER LICENSE PROCEDURES (Active Duty Military/Department of Defense Personnel)
The following criteria MUST be met before we can issue a duplicate via internet
- Must have an image (picture) on file
- Must have a valid driver status
- Must have a Social Security Number or documentation issued by the United States Government indicating legal presence on file.
- Must have a valid Email address to which we can Email your PIN
- Must have one of the following types of license:
- Commercial A, B, or C/Duplicate Driver License and Duplicate Learner Permit
- CDL License must be checked on PDPS by the TDLU before requesting via internet.
- Classified A, B, or C/Duplicate Driver License and Duplicate Learner Permit
- Level I Duplicate Driver License (prior to 18th birthday)
- Level II Duplicate Driver License (prior to 18th birthday)
- Level III Duplicate Driver License (prior to 18th birthday)
- Duplicate Motorcycle License
- Must pay with Visa or MasterCard
- Must have access to the internet
MOTORCYCLE EXCEPTIONS
- An active duty military customer may request a motorcycle endorsement via mail. The following requirements must be met:
- Must have a valid driver status
- Must have an image (picture) on file
- Must have a permanent N.C. residential address
- Must provide an out-of-state mailing address
- Complete the motorcycle written and skills examination (80% each)
- The motorcycle skills examination must be completed in its entirety
- Receive MSF certificate/card
- Contact instructor information
- Scan the written and skills examinations, and the front and back of the
MSF card
- Email the scanned written and skills test, and the MSF card
- Upon receipt and verification of all documents and N.C. residence address, an application will be mailed to the customer to include the cost.
- The customer completes the application and returns it with the appropriate fee(s) in the envelope provided. When all requirements are met, a license reflecting the motorcycle endorsement will be processed and mailed.
- If the active duty customer is stationed within the United States, the customer may contact the local Driver License Office in that jurisdiction to obtain a motorcycle endorsement.
There are several things that CAN NOT be done via the internet
- Unable to upgrade from Level 3 to an original
- Unable to downgrade from a CDL to a classified "C"
- Unable to change name or medical/vision/class/statutory restrictions that appear on the face of a driver license or driving record
- Unable to add or remove an endorsement
- Unable to obtain a duplicate via the internet if you have a pending DWI restriction
Revocations/Suspensions
Once the revocation/suspension period is ended, and all appropriate fees have been paid, the customer may apply for a duplicate driver license via the internet providing the suspension was caused by a FTA, FTP or FTC suspension. The customer would need to visit a local Driver License Office for any other type of reinstatement and provide proof of insurance.
North Carolina General Statute 20-7(i) states the cost per year of issuance for all driver licenses. A license renewed via mail is subject to the same cost and length of renewal as a license renewed in person. The law does not provide for a pricing standard other than what the statutes allow. The Division does not prorate the cost of a license or length of a renewal cycle based on one’s personal needs.

METHODS OF PAYMENT
 Payment for transactions at DMV Driver License Offices are limited to cash or personal checks drawn on a North Carolina bank or on out-of-state banks having a branch in North Carolina. No other forms of payment are accepted, including debit and credit cards.
