Newcomer's Guide
The North Carolina Department of Transportation (NCDOT) Division of Motor Vehicles (DMV) is pleased that you have
become a resident of our state. We welcome the opportunity to help you make the transition to your new home as
smooth and pleasant as possible. This North Carolina Newcomer's Guide has been developed for that purpose.
And for your added convenience the Newcomer's Guide is available in PDF format.
The Newcomer's Guide contains information about obtaining a North Carolina driver license, title and
registration plates. Also included is information concerning vehicle safety inspections, financial responsibility,
property taxes and local licenses. In addition, we have pointed out some of the laws that may be different from
those in other states.
