Requirements: Specialized Plates
North Carolina makes available to the public approximately 100 specialized license plates which
allow citizens with common interests to promote themselves and/or their causes. Additionally, most
of these specialized plates can also be personalized. For more information regarding personalized

Each specialized plate has its own set of requirements. To view those requirements you may use

A specialized plate that is capable of being personalized must have a letter combination that is
not offensive to good taste and decency or the Division may refuse to issue the plate. The
Division may not issue a plate that duplicates another plate.

The fees for a specialized plate is distributed between four funds:
- Special Registration Plate Account (SRPA)
- Collegiate and Cultural Attraction Plate Account (CCAPA)
- Natural Heritage Trust Fund (NHTF)
- Parks and Recreation Trust Fund (PRTF)

Distribution of funds in the Special Registration Plate Account (SRPA):
- Cost of the special plates including the administration of the special plate program;
- $525,000.00 annually for the operation of Visitor Centers in Camden, Brunswick, Macon, Watauga, Caswell,
Carteret and Tyrrell counties.
- Remaining funds transferred quarterly as follows:
- 33% to Department of Commerce to aid in financing out-of-state advertising for the promotion of
travel and industrial development;
- 50% to the Department of Transportation for beautification of highways;
- 17% to the Department of Health and Human Services to promote travel accessibility for disabled persons.

Distribution of funds in the Collegiate and Cultural Attraction Plate Account (CCAPA):
|
Funds in the CCAPA are transferred quarterly as follows:
- From In-State Collegiate plates - To the Board of Governors of The University of North Carolina for
redistribution proportionately to the institutions for use for academic enhancement;
- Historical Attraction Within Historic District Plates - To the appropriate Historic Preservation
Commission to maintain property in the historic district in which the attraction is located;
- Nonprofit Historical Attraction Plates - To the nonprofit corporation responsible for maintaining
the attraction;
- State Historic Site Plates - To the Department of Cultural Resources to operate the site;
- Special Olympic Plates - To the North Carolina Special Olympics, Inc. to train volunteers and to
help pay the costs of the statewide games;
- Friends of the Great Smoky Mountains Plates - To the Friends of the Great Smoky Mountain National
Park, Inc to be used for operating expenses;
- North Carolina Arboretum Plates - To the North Carolina Arboretum Society for capital improvements;
- North Carolina Zoological Society Plates - To the North Carolina Zoological Society, Inc for programs
and expenses at the North Carolina Zoo at Asheboro;
- Wildlife Resources Plates - To the Wildlife Conservation Account;
- Olympic Plates - To the N.C. Health and Fitness Foundation, Inc who allocates 50% to the U.S. Olympic
Committee, 25% to N.C. Amateur Sports for the State Games and 25% to the Governor's Council on
Physical Fitness and Health to support local fitness council development;
- March of Dimes Plates - To the Eastern Carolina Chapter of the March of Dimes Birth Defects Foundation;
- School Technology Plates - To the State School Technology Fund;
- Scenic Rivers Plates - To the Clean Water Management Trust Fund;
- Soil and Water Conversation Plates - To the Soil and Water Conversation Account;
- Kids First Plates - To the North Carolina Children's Trust Fund;
- University Health Systems of Eastern Carolina Plates - transferred quarterly to the Pitt Memorial
Hospital Foundation, Inc for use in the Children's Hospital of Eastern North Carolina;
- Animal Lovers Plates - To the Department of Health and Human Services for a statewide program to
promote spaying and neutering of dogs and cats.

Distribution of Funds in the Natural Heritage Trust Fund (NHTF) (GS 113-77.7):
|
The trustees of the NHTF may authorize expenditures from the Fund:
- To acquire land that represents the ecological diversity of North Carolina, including natural features
such as riverine, montane, coastal, and geologic systems and other natural areas to ensure their
preservation and conservation for recreational, scientific, educational, cultural and aesthetic
purposes.
- To acquire land as additions to the system of parks, State trails, aesthetic forests, fish and
wildlife management areas, wild and scenic reivers, and natural areas for the beneficial use and
enjoyment of the public.
- To pay for the inventory of natural areas conducted under the Natural Heritage Program.
- To pay for conservation and protection planning and for informational programs for owners of natural
areas.

Distribution of Funds in the Parks and Recreation Trust Fund (PRTF) (GS 113-44.15):
- Sixty-five percent (65%) for the State Parks System for capital projects, repairs and renovations
of park facilities, and land acquisition.
- Thirty percent (30%) to provide matching funds to local governmental units or public authorities as
defined in G.S. 159-7 on a dollar-for-dollar basis for local park and recreation purposes. The
appraised value of land that is donated to a local government unit or public authority may be
applied to the matching requirement of this subdivision. These funds shall be allocated by the
North Carolina Parks and Recreation Authority based on criteria patterned after the Open Project
Selection Process established for the Land and Water Conservation Fund administered by the
National Park Service of the United States Department of the Interior.
- Five percent (5%) for the Coastal and Estuarine Water Beach Access Program.
