Division Construction Engineer - J. E. Blair, PE (Joe)


        The Division 3 Construction Engineer is responsible for all Division 3 Transportation Improvement Plan (TIP) projects that are let to contract through the Highway letting in Raleigh and some of the projects that are let to contract through the Division Design and Construct (DDC) office in Wilmington. There are four Resident Engineer offices in Division 3 which handle the day-to-day operations of the engineering stakeout and contract administration. The Quality Assurance Lab oversees the Quality Control laboratories and asphalt producing facilities which produce asphalt for use on projects in Division 3.

        The Resident Engineer offices have technicians trained to inspect the work of the contractors for accuracy and compliance with the plans and specifications.; They also do most of the engineering stakeout using the most modern methods and instruments.  They measure the quantities of the various items of work for payment to the contractor on a monthly basis as well as preparing the final estimate when the project is completed.
