The purpose of this plan is to establish the guidelines and procedures for administering the Transportation Equipment Technician/Supervisor Skill Based Pay Program (TET/TES SBP) within the North Carolina Department of Transportation. The plan provides a structure to manage the program both on a day-to-day and long-term basis in order to achieve the wise use of funds (i.e., the program provides for both the identification of individual needs for salary adjustments and the establishment of priorities based on organizational needs), and the fair and equitable treatment of employees.

TET / TES SBP Procedures![]()
A Technical Advisory Committee (TAC) has been established to promote the program and prepare recommendations concerning the program. TAC representatives are made up of members of Equipment Central Office, Human Resources, Field Equipment personnel and Field Maintenance personnel. The TAC committee has established their goals and objectives along with a Mission Statement to keep focus on the ongoing implementation of the skilled based TEBP Program.

Procedures
The goals of the program are to:
Enhance recruitment and retention of successful employees. Create an easily understood classification and pay system. Ensure equitable treatment of all employees. Encourage development of skills needed in the repair & maintenance of vehicles & equipment.
Task Book:
The document, previously know as the " BLU BOOK ", defines the various skill blocks and the tasks ssociated within that particular skill block. Point values are shown within each skill block and range from the Contributing level tasks which are valued at one (1) point, up to the most complex task which is the Advanced Level, valued at four (4) points. This Task Book must be used as a guide to identify the tasks that are required to be performed, in order for the technician to receive the necessary credits towards the awarding of that skill bloc and the associated Dollar value.

Training Manuals:
Selected Training Guides will be issued to technicians who will be required to study the Safety section and the relevant technical level section of the manual. A quiz must be completed, and a minimum passing grade of 80% is required. The quiz consists of ten (10) questions, five(5) will be directly related to the safety section of the manual, and the other five(5) will cover the technical content of that system level.
The quiz will be moderated by the responsible Regional Trainer. If a passing grade is not achieved, another quiz must be completed during the following visit of the Regional Trainer.

NOTE: The change in system level headings in some manuals will appear different to others. Refer to " System Index" above.
Not all Training Guide manuals contain three (3) levels of training. The nine (9) digit inventory number is at the lower right corner of the front cover. These manuals can be ordered from inventory.
