The Division of Highways Fuel Distribution System consists of 111 automated fuel sites located in key county areas of the fourteen divisions across the state. These locations provide the various types of fuels and oils needed to keep the state owned vehicles and transportation equipment operational. Seventy three of these fuel sites are operational 24 hours a day and the remaining thirty-eight fuel sites are operational 8 hours a day.
The Automated Fuel Section strives unceasingly to provide quality service to NCDOT and its numerous customers statewide.

Purchase and Contract Fuel Term Contracts
The Fuel Contracts include Unleaded, Bio-Diesel, Diesel, Propane, Residual Fuel Oil and Motor Oil, Lubricants, Greases and Anti-Freeze. Tankwagon amounts are orders under 6,000 gallons and Transport amounts are orders above 6,000 gallons. All fuel prices are updated each Tuesday. When utilizing the contract price list, always include the inspection fee of .0025 to the adjusted price.

This document demonstrates how to enter data for ordering new automated fuel key(s).
Outside Agency New Fuel Key Request Form![]()
This form should be utilized for entering data for new automated fuel key requests. This form can be saved to your computer for direct entry. Data entry can be started by placing the cursor in the Year and Description Field and continue by using the Tab Key. Once the data is entered, it can be printed and mailed or faxed to the Automated Fuel Section.
Outside Agency Re-Issue Fuel Key Request Form![]()
This form should be utilized when a fuel key has to be re-programmed. When this occurs, the request form has to be sent to the Automated Fuel section, along with the fuel key(s). Common reasons for using this form: fuel key has become corrupt, has broken pins or is lost. For prompt processing, lost fuel key requests can be placed by telephone.
Fuel Key Re-Issue Form (NCDOT Use Only)![]()
This form should be utilized by NCDOT personnel to request keys that have corrupt data, broken pins or been lost. This form can be e-mailed, faxed or mailed to the Automated Fuel Section for re-programming. For prompt processing, lost fuel key requests can be placed by telephone.
Unauthorized Key Form![]()
This request form should be utilized when vehicles have been surplused or sold. Once data has been removed from the Fuelmaster database, the key can no longer be used to purchase fuel. Each fuel key is then sent to the Automated Fuel Section along with this form for processing.
State Agency Fuel Request Form![]()
This form is utilized by State of North Carolina agencies that are requesting fuel purchases through the NCDOT Automated fuel sites. Fill out the request form and mail to the Automated Fuel Section for review and approval.
Once-Issue Fuel Site Log Sheet![]()
Utilized by NCDOT Fuel Site personnel to track all manual fuel entries on the fuel islands. This occurs mostly when a fuel key is malfunctioning.
Re-Issue SHP![]()
This form should be utilized when a fuel key is no longer working and has to be re-programmed for all NC State Highway Patrol vehicles and equipment.
