If the Subcontractor Certification is DBE, MB, or WB, and the Partial box is checked, the Goals Unit Price will now be set to zero. The user will receive an alert with instructions to update the Goals Unit Price. The Goals Unit price previously defaulted at the Contract Line Item price and did not update when a change was made to the Unit Price. This frequently caused an overstatement of the Goals Amount in the Totals.
The Line Item Description is now listed the same on Maintain Second Tier Subcontracts and Second Tier Subcontract Line Item Report.
When the Second Tier Line Item Goals Price is changed on the Maintain Second Tier Subcontracts window, the message "Failed to save changes, Close anyway?" will not appear when you Save Subcontracts and Second Tier Subcontracts.
If a Subcontractor was certified when the original Subcontract was entered, but is not certified now, a revision of a subcontract can be created without the certification code. The reverse is also true.
The Sort order on the History tab now displays the most recent action first.
The Amount now matches on the Review Subcontracts and the Maintain Subcontracts windows.
When a Subcontract is Voided, the Goals Amount is updated.
When a Subcontract that has a second tier subcontract is Voided, the message, "You are about to void Subcontract X and all related Second Tier Subcontracts. You will need to enter a password and comment to void the Subcontract. Would you like to enter a password and comment for each Second Tier Subcontract?". This provides an escape from the Void action.
The Review Subcontracts window no longer indicates Second Tier Subcontracts are Pending Approval if all Second Tier Subcontracts are voided.
The Include in Goals indicator can now be changed when a Second Tier Subcontract with no certification is being Revised. The Subcontractor must have a certification other than "None".
Revisions to approved contracts in a Complete status are no longer allowed.
It is now possible to exceed the Bid Quantity as long as the total amount paid to all Subcontractors does not exceed the Bid Unit Price. A Warning message will identify up to five line items but the Subcontract can still be Saved.
Clicking on the Totals button creates a report of the Subcontract Totals for records in the Approved status.
Line Item on voided Second Tier Subcontract can now be removed from a subcontract.
Approved or voided subcontracts always keep whatever Certification was applicable at the time it was approved or voided. If you revise a subcontract, the certification from the previous subcontract is available as long as the previous subcontract is not voided.
Subcontractor information formerly entered using the Mainframe SCON program will now be entered using the Review Subcontractors functionality HiCAMS. These are new functions that let you Enter and Approve Subcontracts and Second Tier Subcontracts, Review subcontract totals, and Revise and Void Subcontracts and Second Tier Subcontracts.
The following information is entered by the Resident Engineer Office based on the Subcontract requests from the prime contractor. You can enter subcontracts into HiCAMS that include:

The civil rights certification for the specific subcontract
The line items of work to be completed by that subcontractor on the particular request
The quantity of work to be completed by that subcontractor on the particular request
The unit price that reflects the work to be performed by the subcontractor
The unit price to be paid to the subcontractor
After each subcontract is entered, the Resident Engineer Office will review the subcontract totals to ensure that the contractor is still meeting obligations to perform a certain percentage of work on the contract. In addition, the amount of work being subcontracted to DBE, WB and MB subcontractors is calculated to determine the contractors compliance with the contracts civil rights goals.
The Resident Engineer Office will receive second tier subcontract requests from the prime contractor. The Resident Engineer Office will enter second tier subcontracts into HiCAMS that include:

Railroad Notifications will be sent to the State Contractual Service Engineer and a Program Assistant in Contractual Services Unit when a subcontractor or second tier subcontractor is required to furnish railroad insurance.
