Section 200-1 reads that material high in organic matter such as root mat and other vegetative matter shall be removed as a part of Clearing and Grubbing. The amount of vegetative matter removed was typically estimated in the Resident's office and ranged from 2" to 6". This same amount was then deducted from the amount paid as Unclassified Excavation. Roadway Design does not compute areas of grass or annual growth as clearing and grubbing in project estimates. Contractors do not bid clearing and grubbing grassed areas or the loss of Unclassified Excavation in grass or areas of annual growth. 

Effective immediately, the practice of making a deduction from Unclassified Excavation to account for Clearing and Grubbing loss in grassed areas or areas with annual growth should be stopped. No deduction for grass and annual growth should be made when undercutting.(when an excavation includes payment for both unclassified and undercut, eg. at grade points, be sure to account for both).

Removing grass and annual growth, in preparation for embankments which are less than 6' in height, is not undercut, but is required by, and incidential to the work of embankment formation, in acordance with Article 235-4.
