This bulletin clarifies the intent of the referenced sections as they pertain to shoulder borrow, and provides guidance on payment for shoulder borrow and the construction of approved stockpiles.

Section 225 references the construction of stockpiles using approved surplus material from unclassified excavation (including undercut) where the contract includes earth shoulder construction.

Section 500 references the construction of stockpiles using surplus material from fine grading operations and the use of the stockpiled material. Payment for stockpiled material utilized in shoulder construction is to be paid for as provided in Article 560-5

Section 560 requires the use of stockpiled material or borrow excavation and directs that no measurement will be made of material transported directly from unclassified excavation (including undercut) or fine grading and deposited directly on shoulders. Furthermore, Section 560-5 does not allow payment for shoulder material when it is obtained from fine grading, trenching existing subgrade and/or shaping slopes and ditches.

Effective with this bulletin, material stockpiled, which was generated from fine grading operations, should be measured for payment only on NON "turn key" type projects. When stockpiles are created from fine grading operations on "base and pave" projects in which the rough grading was completed by a separate contract, payment for material used to construct shoulders which is excavated from the approved stockpile will be paid for as shoulder borrow. On "turn key" type projects, there will be no measurement of stockpiles created from fine grading.

When stockpiles are created using approved organic material from clearing and grubbing or approved undercut excavation, payment will be made at the contract unit price for "Shoulder Borrow". When the contract does not contain the item of "Shoulder Borrow", payment will be made at the contract unit price for "Borrow Excavation".
