The 2002 Standard Specifications describe the method of payment for Construction Surveying as paying 10% on the first estimate and distributing the remaining 90% over the remaining estimates based upon the "contract" percent complete.

Due to an unusually wet spring and summer, contract surveyors are not being paid for work they have completed because their pay is based on the "contract" percent complete and grading has been delayed by weather.

The 1995 Standard Specifications allowed for payment based upon the percentage complete of the item of "Construction Surveying" as determined by the Engineer.

Effectively immediately, the Resident Engineer should return to paying for "Construction Surveying" as described in the 1995 Standard Specifications. The Contractor shall submit a certified statement indicating the percent of "Construction Surveying" work completed each month. The Resident Engineer will use their best judgement to determine if the amount indicated is reasonably correct and if in agreement, the Resident Engineer will pay accordingly on the next partial pay estimate. If the Resident Engineer and the Contractor cannot come to agreement on the percentage of "Construction Surveying" that has been completed, then the Resident Engineer will make payment in accordance with the 2002 Standard Specifications on the next partial pay estimate.
