A towing contract is sometimes implemented on contract construction projects to remove disabled vehicles that can cause traffic congestion, create an unsafe condition and/or cause delays to the contractor’s operations. Vehicles to be towed are designated by the Resident Engineer’s Office by placing lime-green stickers on the vehicles and notifying the towing contractor. These stickers were previously provided to the Resident Engineer by the Traffic Control Section but should now be obtained from the NCDOT Inventory Section on Beryl Road. The material number for field personnel to order the stickers is 136000900. The stickers are packaged with 25 stickers each. The Inventory Section requires a 30-day lead-time to prepare the stickers. When ordering the stickers, the Resident Engineer should provide the project TIP along with sequence numbers, which will be printed on the stickers and used to track the vehicles towed.

In addition, towing contracts have historically been set up by the Traffic Control Section. With the implementation of BSIP, the Traffic Control Section cannot execute a contract that is under a cost center different from their own. Therefore, it is now the responsibility of each Division to execute towing contracts for their projects. An example of the most recent contract is attached to this bulletin for reference.
