How does this affect my pay?

Skill Blocks are sets of tasks deemed operationally significant by NCDOT management. Each task has a relative internal value and corresponds to a training and certification opportunity provided or facilitated by NCDOT. Each of the four functional units has a unique set of Skill Blocks, which set targets for employees at each level to obtain. For example, while performing routine tasks associated with entry level, an employee may train and begin performing higher level tasks associated with the intermediate level. When the organization recognizes performance of higher level tasks, the employee may receive a pay adjustment added to the base rate at their current level.

For the entry level and intermediate level, there are no limits to the number of employees receiving credit for the Skill Blocks. However, there are limits, referred to as complements, to the number of employees necessary to operate available equipment in the journey and advanced levels.

Unlike traditional class series where employees advance from position to position, employees in the Skill Based Pay Program remain in the same broad class of Transportation Worker and move through the four levels. The following provisions govern salary increases for employees:

  • Employees receive incremental increases as they attain new skills and are assigned new duties. These increases conform to the State's In-Range Salary Adjustment Policy, which limits pay increases to 10% per year.
  • When duties for which salary increases have been awarded are removed, employee salaries are reduced.
  • Employees who do not progress in the program due to their capabilities, lack or desire or organizational need will not receive increases under the program. Increases for these employees will be limited to legislative cost of living adjustments.
  • Employees' salaries will be measured against prevailing market rates on a regular basis. If needed, salary rates will be adjusted to conform to changing market conditions.
  • Employees exiting the Skill Based Pay Program and being promoted into a higher level classification are subject to the New Hire provisions of the State Personnel Pay Policy.
