SBPP Steering Committee

    Members:
  • Chief Engineer - Operations

  • Deputy Chief Engineer

  • State Maintenance & Equipment Engineer

  • Director of Human Resources

Meeting Schedule:
Meet as needed when SBP Coordinating Committee has issues

    Authority:
  • Policy making body for Program

  • Approve coordination with Office of State Personnel

  • Determine need for new SBP programs within the Dept.


Consulting Committee
    Members:
  • Manager of Salary Administration

  • Manager of Position Management

Meeting Schedule:
Meet as needed by Steering Comm. or Coordinating Comm.

    Authority:
  • Respond to questions regarding salary issues

  • Conduct Labor Market studies

  • Mediate between the Dept. and Office of State Personnel

  • Provide information on personnel issues


SBP Coordinating Committee

    Members:
  • State Road Maintenance Engineer

  • Road Maintenance Operations Engineer

  • Director of SBPP

  • Oversite Committee Chairs

Meeting Schedule:
Meet quarterly

    Authority:
  • Manage entire Program

  • Propose policy for Steering Committee ratification

  • Determine need for Steering Committee meetings

  • Respond to questions from Oversite Committees

  • Assure Program uniformity of individual programs

  • Manage production of training material and guides


Equipment Advisory Panel

    Members:
  • State Road Maintenance Engineer
  • Position Management
  • Equipment & Inventory Control
  • State Maintenance and Equipment Engineer

Meeting Schedule:
As needed by the Coordinating Committee

    Authority:
    To review, approve or refer back to committee the following:
  • Equipment issues from SBPP committees

  • Equipment category placement recommendations

  • Equipment movement from one category to another


Oversite Committees

    Members:
  • Broad representation of many calssifications within each of the functional groups. The chairperson of each oversite committee is a senior engineer within that particular functional group for the Department. In an effort to achieve statewide participation, oversite committees are encouraged to use staggered terms for membership.

    Meeting Schedule:
  • Committees meet on an as needed basis as deemed necessary by the oversite committee chairperson. Committees should meet no less frequently than quarterly.

    Authority:
  • Manage individual programs

  • Recommend to Coordinating Committee new skill blocks

  • Organize special project teams or technical workgroups to develop new skill blocks

  • Organize techical workgroups to develop new skill blocks

  • Establish timelines for training manual and course creation

  • Report to the Coordination Committee as needed


Special Project Teams & Technical Workgroups

    Members:
  • Determined by Coordinating Committee or Oversite Committees

Meeting Schedule:
As needed to complete task

    Authority:
  • Work within parameters set by the originating committee

  • Disband when task is complete


State Road Maintenance Unit

    Responsibilities:
  • Be a resource to all committees and workgroups

  • Track timelines for the creation of training manuals

  • Create a training manual template

  • Assure consistent typesetting for training manuals

  • Get training manuals printed and placed into inventory

  • Train field personnel
