The General Assembly passed Senate Bill 1210 during the 1999 session and was approved August 2, 2000. This established the creation of a litter prevention special registration plate. Plates require a $20 annual fee in addition to the regular license payment.

The plate can be personalized but only has four spaces available due to the "do not litter" symbol taking up three spaces. A portion of the $20 from each plate sold will be allocated to the department for litter reduction efforts.
