Value Management is composed of Value Engineering and Special Services.
The goal of Value Engineering is to achieve design excellence. It's objectives are to improve quality, minimize total
ownership cost, reduce construction time, make the project easier to construct, insure safe operations, and
assure environmental and ecological goals. The VE Team is looking for the optimum blend of scheduling, performance,
constructability, maintainability, environmental awareness, safety, and cost consciousness.
Special Services updates engineering manuals, provides technical support for the completion of project designs and special studies, coordinates
evaluation of new products and incorporates recycled and solid waste materials into highway construction projects.
Special Services also helps to implement recommendations made by its special studies. It improves facility planning
telecommunications and provides direction and support for orientation and career guidance programs for new Highway
Design Branch employees.
