Prior to enactment of legislation, the Department had routinely used recycled materials such as milled asphalt in pavements, recycled glass in glass beads for pavement lane markings, recycled metals in reinforcing steel bars in structures, replaced a portion of cement with fly ash in most classes of concrete, recycled aluminum in signs, and construction and demolition debris was used as artificial fishing reefs.

First recycling pilot project let to contract February 19, 1991 responded to the following items in Senate Bill 111:
  • Determined feasible usage of recycled and/or recyclable products for highway construction, (tire usage- whole tire retaining wall, rubber asphalt, embankment fill)
  • Selected a demonstration project and
  • Commenced refurbishing of highway products.
· The "Recycled Products and Solid Waste Utilization Task Force" was established in September 30, 1992. The purpose of this Task Force is to act as a central point of contact for various agencies, municipalities, or industries which have specific proposals to use recycled or solid waste materials in highway construction or maintenance operations.

· The Task Force set a goal to use 1,000,000 scrap tires from North Carolina annually in DOT construction projects mainly as chipped tires in structural fills. Other applications such as crumb rubber in asphalt pavement, lightweight fill and a whole tire retaining wall were also tried.

· Several recycled materials have been tested and used with satisfactory performance and have thus been made alternates in all applicable contracts. These include recycled plastic guardrail offset blocks, recycled plastic flexible delineators, and recycled scrap tires in expansion joint material.

· A "Recycled Products and Solid Waste Materials Provision" is included in all construction contracts to encourage the use of recycled materials when feasible.

· The Department's recycling efforts are reported annually in the Recycling & Solid Waste Management Report.
