The Task Force will meet as needed to assure timely consideration of proposals to use
recycled products or solid waste materials in highway construction or maintenance applications.
The agency, municipality or industry representative must clearly explain how their
product or waste material can be used in highway construction or maintenance
applications. The Task Force shall not be responsible for product development.
The agency, municipality, or industry representative seeking approval to use recycled
products or solid waste materials in NCDOT projects shall submit all pertinent information
to the Task Force chairperson. The minimum information which must be submitted to the Task
Force chairperson is shown on the forms titled "Preliminary Information for Recycled
Products and Solid Waste Utilization Task Force".
An examination of engineering, environmental, and economic factors shall be initiated
by the Task Force. The Task Force may utilize available engineering and testing resources
within the Department. The Task Force may require the requesting agency, municipality,
or industry to have all, or portions of needed testing performed by independent
laboratories at their expense.
The Task Force:
-shall solicit comments from appropriate environmental regulatory agencies
regarding permitting, and/or monitoring requirements, for specific applications of certain
recycled products or solid waste materials. The requesting agency, municipality or industry
shall be responsible for obtaining all required permits if their material is approved to
be used within Department right-of-way.
- may require the requesting agency, municipality, or industry to enter into
a contractual agreement to indemnify the Department from potential claims arising from
the usage of specific recycled products or solid waste materials within Department right-of-way.
- shall identify appropriate Department projects for using approved recycled
products or solid waste materials. The Task Force shall maintain a record of the location
and quantity and type of approved material used. The performance of the material shall be
monitored periodically by the Task Force or as required by environmental regulatory agencies.
Information resulting from the investigation and possible usage of recycled products or
solid waste materials in Department projects in public and may be released by the NCDOT
at its discretion.
