What is a VECP?

The Value Engineering Specification is included in ALL construction projects to provide an incentive to the Contractor to initiate, develop and present to the department for consideration, any cost reduction proposals conceived by him involving changes in the drawings, designs, specifications or other requirements of the contract. These proposed changes should provide the needed functions to accomplish the original purpose of the project, reliably, without sacrificing safety, "necessary quality", life cycle cost and environmental attributes of the project

How does the NCDOT benefit from VECP's?

By recovering money already obligated to complete a project, thus freeing funds for use in other highway improvement projects, safety enhancement, (i.e.) cable guardrail, railroad crossing upgrades, delineator buttons, etc.
By identifying areas for improvement thus functioning as a self directed engine for continuous improvement.
Provide additional savings in future projects by adapting these concepts in design & construction policies and methodologies.
Providing for a more cost effective Highway Program for the citizens of North Carolina.

Why Central Coordination?

To better insure consistent evaluations, to provide oversight to Design and Construction Policies and to reduce potential conflicts and insure the integrity of the specification and the NCDOT VE Program

Materials and Systems

Components of materials which are hard-to-get, exotic or expensive, proprietary specifications

Constructablilty

Components or features that appear to be difficult to construct, require highly skilled or time consuming labor

Unique Features

Intricate shapes, deep excavations, high embankments, steep slopes

Traffic Control

Construction staging, detours and detour structure, "proprietary" traffic safety items

Examples of Successful VE Proposals

Adjust the vertical alignment of a new road to reduce earth work

Bridge length reduction

Bridge substructure redesign

Bridge girder change using ASSHTO Type 6 prestreessed Concrete Girders which provides for increased span length , reduction in number of girders per span. Fewer intermediate piers (now a standard)

Utilize proprietary Erosion control system.

Adjust traffic control plan which saved time eliminated temporary paving and reduced the number of Temporary Traffic Control Devices.

Utilize more straight prestressing strands on lieu draped (now a standard )

Use prefabricated temporary bridges versus site built temporary bridges(now a standard option)

Use painted stripe versus proprietary temporary tape since final overlay would cover it.

Optimized Traffic Control Plan by using a different barrier system for Bridge Rail Retrofit which saved time , money labor and improved safety.

Substitute a different grade of Stainless steel bolt which was superior, a standard size and far less expensive(now a standard)

Use of insitu soil nail reinforcement with shotcrete facing panels for top down retaining wall construction versus a Cast inplace retaining wall (now a standard option cutsonly)

Use of brick in noise wall construction (Now a standard option )

Revision of construction sequence which combined two processes into one for median construction.
