Creates the design file with the filename displayed in the
New Filename field in the directory displayed in the Directory
field using the seed file displayed in Using Seed File field.
This button will not close the window. It may
be used multiple times to create different files. After a file
is created, change the file name, then click the Create Button.
A warning message will appear if a filename which already exist
is to be created. The user is given the option to overwrite
the existing file or to abort the file creation operation. If
the user is attempting to create design file types (Design,
X-Section, etc) and the PC does not have the proper environmental
variables defined a warning message will be issued. This messages
may be ignored by Clicking the "OK" button and continuing.
