Converting Municipal or State Funded Project Proposal to Federal Aid Project Proposal
Before a project is advertised, the Department must develop a proposal by which the contractor prepares his bid. The project is advertised and bids are received from the contractor. After the bid is approved by the Board of Transportation and signed by both parties, the proposal along with various submittals becomes an executed contract.
If a proposal has been developed in accordance with state funding requirements and the project receives any federal funding, the proposal must be revised to include the mandatory federal provisions. This would include projects that are either initially let or relet.
This document is to assist in making the transition from a state funded bid proposal to a federally funded bid proposal. The following is a list of special provisions that must be used in the proposals:
