SECTION 1408

LIGHT CONTROL SYSTEM

1408-1 DESCRIPTION.

The work covered by this section consists of the furnishing and installing of all materials necessary to provide a complete lighting control system. The control system will be standard electrical components in a stainless steel enclosure mounted on a metal pole with a concrete foundation as shown on the plans and as specified in these specifications.

1408-2 MATERIALS.

Concrete foundations and wire shall be in accordance with the applicable Sections of this Division.

The pole for mounting the control system shall be a piece of rigid galvanized steel conduit, embedded in concrete as shown on the plans. The length shall allow a mounting height above finished grade as noted on the plans.

The enclosure for the control system shall be constructed of AISI #304 stainless steel and shall be NEMA Type 3R. The enclosure shall have a panel for mounting components and shall have a sturdy handle mounted in the stationary part of the enclosure for external operation of the service circuit breaker. The door shall have a continuous hinge from top to bottom and a print pocket. It shall have a closing mechanism handle interlocked so that it cannot be opened with the service circuit breaker in the ON position except by use of safety override devices. The handle shall be mounted in the door. The handle for operation of the circuit breaker shall have provisions to be padlocked in the ON and OFF positions. Stainless steel mounting flanges shall be an integral part of the basic enclosure. It shall be approximately 36" high by 30" wide by 10" deep unless noted otherwise on the plans.

Only openings necessary for the entrance of conduits as shown on the plans shall be provided. Knockouts shall not be permitted. The enclosure shall be in conformance with NEC Article 373 and devices shall be mounted so the NEC clearances will be provided except 1 1/2" shall be used where "not specified" is noted in the tables for min. wire bending space.

The mounting brackets and hardware for attaching the enclosure to the pole shall be continuous slotted steel framing channel with straps and bolts, sized as shown on the plans. Finish on the brackets and hardware shall be galvanized and all field cuts or scratches shall be coated with zinc rich paint.

A neutral bar, bondable to the panel and with sufficient box lug type terminals to accept the required number of wires, shall be provided.

The service circuit breaker shall have an RMS symmetrical amperes interrupting rating of 22,000 amperes minimum. The breaker shall be a thermal magnetic molded case permanent trip type unit. Solderless box lugs of the appropriate size shall be provided. The insulating material shall be of a material approved for NEMA 3R applications. The breaker shall have a voltage and amperage rating as indicated on the plans.

The control circuit breaker shall be rated 240 VAC phase to ground. It shall have a current interrupting capacity of 5000 amps minimum. It shall be single pole, open type with a high magnetic trip setting of 20 amps.

The electrically operated mechanically held contactors shall have coil clearing contacts. Latching shall be obtained without use of hooks or semi-permanent magnets. It shall have a 240 VAC coil, a minimum of 2 poles, and a voltage and amperage rating as indicated on the plans.

The control relay shall be rated 600 VAC with one normally open contact and one normally closed contact. It shall have a "continuous load" rating and "inductive make" rating greater than that required by the mechanically held contactor. The coil shall be for 240 VAC 60 Hz.

The selector switch shall be a heavy duty 3 position maintained contact unit in a surface mount (NEMA 1) enclosure. The legend shall be "On-Off-Auto". The contacts shall have a continuous current rating of 10 amperes at 240 VAC.

The feeder circuit breakers shall be rated 14,000 amps minimum interrupting capacity. They shall be open type molded case with a non-adjustable thermal magnetic trip setting of 50 amps.

The photo-control shall be of the encapsulated cadmium-sulfide type, suitable for use on an operating voltage range of 105­285 volts and nominal control voltages of 120, 208, 240, and 277 volts. The control shall be rated for 1000 watts resistive load or 1800 volt-amperes of inductive load. Light-level setting shall be within a range of 1.0 to 3.0 footcandles at 120 volts. The control shall have internal protection for surges in excess of 2000 volts peak. A receptacle shall be mounted directly to the top of the enclosure with a weather-proof fitting. The control and receptacle shall conform to NEMA Standard C136.10, "Locking-type photocontrol devices and mating receptacles-physical and electrical interchargeability and testing" for roadway lighting equipment.

The lightning arrester shall be of the thyrite type, designed to contain and snuff out an arc of 10,000 amps.

All terminals and lugs shall be rated for the connection of the appropriate size copper conductors. All conductors shall be copper and shall be neatly wrapped in bundles or run in plastic raceways.

All galvanizing shall be in accordance with Section 1076.

A drawing to scale showing the location, brand and catalog number of each component of the control system shall be provided by the Contractor for approval by the Engineer.

1408-3 CONSTRUCTION METHODS.

The foundation for the control system shall be constructed as shown on the plans. The top of the foundation shall be 3 inches above finished grade.

The enclosure shall be fastened to the pole by means of a galvanized bracket assembly as shown on the plans. All cuts shall be made square and shall have all rough edges removed. Mounting holes shall match existing mounting holes of the enclosure.

All conduits entering the enclosure shall be arranged in a neat symmetrical manner and shall extend directly downward into the foundation. All conduits shown on the plans shall be installed. Spare conduits for future circuits shall be stubbed and capped underground.

All field cut metal and conduit threads shall have 2 coats of zinc rich paint applied.

1408-4 MEASUREMENT AND PAYMENT.

The quantity of light control systems to be paid for will be the actual number of light control systems which have been completed and accepted.

The quantity of light control systems, measured as provided above, will be paid for at the contract unit price each for "Light Control Equipment __________" of the appropriate type. Such price and payment will be full compensation for all work of furnishing and installing an entire control system, including enclosure, control panel, photocell, switches, contactors, breakers, terminal blocks, wiring, concrete foundation, and lightning arrester.
