Mission Statement: The Congestion Management Section was established in early 1992 in response to ISTEA (Intermodal Surface Transportation Efficiency Act), a bill developed by the Federal Government to provide funds to states to improve their existing transportation systems without necessarily widening or building new roadways. The Plan Review, Access Management, and the Municipal and School Transportation Assistance Groups existed in other areas of the Traffic Engineering Branch prior to the formation of this section. When the Congestion Management Section was formed, those existing responsibilities were shifted and expanded to focus on the Department’s efforts to improve the efficiency of our existing transportation system.
The Congestion Management Section of the North Carolina Department of Transportation has developed the Analysis Guidelines linked below. The intent of these guidelines is to identify standard procedures and inputs for analysis to provide a smoother review and approval process for Traffic Impact Studies. By using these standards, justification of reports and assumptions will be simplified. These standards are not intended to replace engineering judgement. Deviations from these standards would still be allowed, however justification for differences would be required. Deviations without justification or explanations will result in reports being sent back without review and approval.

below serve as standard practices and default input values for
traffic impact analysis reports as they relate to TIP. Projects.
Changes or deviations from these standards are allowed, but should be
justified and documented. Failure to properly justify and document
changes and deviations may result in the analysis being returned for
changes, corrections and justification without a detailed review and
the additional analysis will be performed at the consultant’s
expense. A meeting regarding a scope of study is encouraged where
significant deviations from standard practice are anticipated. They
are also encouraged before scope is agreed to when contracting with
other Branches of the Department.
The "Rate versus Equation" spreadsheet provides specific trip generation recommendations per land use including pass-by percentage data and when to use trip generation equations, rates, or local data. Trip Generation Rate/Equation Recommendations
This spreadsheet will convert a "standard" intersection traffic volume layout to layouts for alternative intersection designs. This spreadsheet will facilitate entering volumes for analysis.
