Municipal and School Transportation Assistance (MSTA)

Mission Statement:  Municipal & School Transportation Assistance (MSTA) provides traffic engineering assistance through the performance of comprehensive transportation studies to North Carolina schools, state agencies, and municipalities under 50,000 in population that do not have a traffic engineering staff. This service is funded by North Carolina Department of Transportation and is free to qualified municipalities and agencies.

The recommendations and findings provided in MSTA's final reports should not be thought of as mandates for action. It is and will be the responsiblilty of the municipality or agency to implement and/or construct any of the recommendations located within their property boundaries. Any recommendations or improvements located within the Department of Transportation roadway right-of-way will require consultation with the Division Traffic Engineer. If participation needs to be considered, the following factors will be taken into account before any action is taken: jurisdicational responsibility, availability of funds, and the priority placed on the improvements by the Department of Transportation relative to all other planned and programmed improvements in the area.

The  Manual on Uniform Traffic Control Devies (MUTCD)  is one source used by MSTA as a basis for performing analyses and developing recommendations. The MUTCD provides nationally recognized uniform standards and is approved by the Federal Highway Administration and adopted by the North Carolina Department of Transportation. The MUTCD sets forth the basic principals that govern the design and usage of traffic control devices and provides standards regulating the placement of these devices along roadways, regardless of the governmental agency that has jurisdiction. Traffic control devices are all signs, signals, markings, and devices placed on, over, or adjacent to a street or highway, which regulate, warn, or guide traffic.
