Clarifying the Current NC Mandatory Motorcycle Helmet Use Law to Increase Compliance of Legal Helmets
Description: Clarify current language in North Carolina General Statues to clarify what constitutes a legal helmet. This will eliminate the utilization of "novelty helmets" and make the legislation more enforceable by law enforcement officers.

Notes: This strategy will consist of the development of a technical revision to G.S. 20-140.4 (2) that eliminates the phrase "of a type approved by the Commissioner of Motor Vehicles" and changes it to reflect that only helmets that meet Federal Motor Vehicle Safety Standard (FMVSS) Number 218 are approved for use in North Carolina
Status: Will require legislation. Resolution of support from ECHS has been drafted and signed.
 
Tighten the Requirements for a Motorcycle Operators Permit to Insure Riders Are Demonstrating Rider Skills on Shorter Time Frame
Description: Strategy proposes that the permit system be revised to allow a one year non-renewable permit by taking the DMV written test if they have held a valid NC drivers license for two years or more. Individuals with less than two years valid drivers license will be required to successfully complete the NC Motorcycle Safety Education Program. Individuals less than 18 years of age would be required to take and successfully complete the NC Motorcycle Safety Education Program course.

Notes: Under current legislation, a learner's permit can be obtained simply by taking a written test and does not require the operator to demonstrated any riding skills. This learner's permit has no restrictions other than the operator can not carry a passenger and can be renewed indefinitely.
Status: Will require legislation. Resolution of support from ECHS has been drafted and signed.
