North Carolina Bicycle and Pedestrian Safety Study
(September 1999)

Since 1960, pedestrian and bicycle fatalities in North Carolina have accounted for approximately 18% of all traffic-related fatalities, while only accounting for approximately 2% of all traffic crashes. This report identifies bicycle and pedestrian crash statistics and trends specific to North Carolina, reviews other issues related to bicycle and pedestrian safety and transportation, and lists possible countermeasures and suggested safety recommendations.
 
Hillsborough Street/Western Boulevard Bicycle/Pedestrian Safety Initiative

Hillsborough Street and Western Boulevard are the two major corridors that surround and service North Carolina State University (NCSU) in Raleigh. After having previously been identified as locations with a high frequency of bicycle and pedestrian crashes, a study was initiated by the NCDOT with the university and the City of Raleigh to identify cost-effective engineering and safety treatments that could be implemented in a short period of time to improve the safety of bicyclists and pedestrians.
 
Guidelines for the Investigation and Remediation of Potentially Hazardous Bicycle and Pedestrian Locations

In North Carolina, the frequency of bicyclist fatalities has generally been increasing since the late 1980s (despite a downward trend in crashes and injuries) and pedestrian crashes, injuries, and fatalities have been increasing since the mid-1990s. These guidelines were developed to provide fundamental considerations for addressing locations that have specific crash patterns or other circumstances that pertain to possible safety deficiencies relating to bicycle and pedestrian travel and the interaction of these modes of transportation with motor vehicles. These guidelines also provide guidance to assist traffic safety engineers with their analysis, investigation, and treatment of specific locations and insight into overall non-motorist issues that should be considered in the planning stages of roadway projects.
 
Bicycle and Pedestrian Safety Initiatives for the North Carolina State Government Complex in Raleigh
(November 2003)

The State of North Carolina's government complex area (GCA) in Raleigh is the seat of North Carolina's executive, legislative, and judicial branches, contains the central headquarters for almost all state agencies, is the work place for hundreds of government and private employees and legislators, covers approximately 26 city blocks, and is frequented by many dignitaries, visitors, citizens, local government personnel, civic organizations, and business professionals. Because of the business and tourism nature of the GCA, and because of its high visibility with citizens and local governments, NCDOT Deputy Secretary for Transit David King envisions enhancements that would improve the safety of bicyclists and pedestrians while also establishing the GCA as a model for bicycle and pedestrian safety.
 
Pedestrian Safety Evaluation at Cary High School, Cary, North Carolina
(December 2003)

Cary High School currently serves grades 9 through 12, has an enrollment of 2,209 students, and a staff of approximately 165 teachers, administrators, and other personnel. Due to recent crashes between students and motor vehicles on streets adjacent to the school, a pedestrian safety investigation was conducted and a number of pedestrian safety issues were identified. Recommendations include the construction of a median refuge island and midblock crosswalk in front of the school, realignment of nearby intersection crosswalks, installation of countdown pedestrian signals, reduction of speed limits during school hours, increased education of parents and students on safe pedestrian movements, and increased enforcement of safe crossing and student loading practices.
 
Pedestrian Safety Analysis: SR 1100 (B Street) in Butner, Granville County, between the SanduskyAthol International facilities
(June 2004)

SanduskyAthol International has a Coated Fabrics Plant on one side of B Street and a Trim Products Plant on the other side. Because facility personnel cross continuously cross this street throughout the day to conduct business, the company had concerns regarding speed and visibility issues related to motor vehicle traffic and requested that the NCDOT improve pedestrian safety at this location. Following a request from the local NCDOT division office, a pedestrian safety analysis was conducted to determine safety issues and any potential safety enhancements.
 
Bogue Banks Pedestrian and Bicycle Safety Review: NC 58 and SR 1182 in Carteret County
(August 2004)

Bogue Banks is located in southern Carteret County between Bogue and Beaufort Inlets, and includes the towns of Emerald Isle, Atlantic Beach, Pine Knoll Shores, Salter Path, and Indian Beach. The Barrier Island is a summer vacation and tourist-intensive destination and is also known as part of the "Crystal Coast" area. Due to the high volume of motor vehicle, pedestrian, and bicycle traffic during the tourist season, the local NCDOT division office requested that a pedestrian and bicycle safety review be conducted to determine possible locations for grade-separated pedestrian crossings and other potential pedestrian and bicycle safety enhancements.
 
Pedestrian Safety Brochure
(September 2005)

Pedestrian safety is a responsibility of both pedestrians and motorists. This brochure reviews some basic safety tips as well as recent crash statistics. It also contains excerpts from North Carolina general statutes relevant to common pedestrian activity in and near roadways and motorist requirements when in proximity with pedestrians, intersections, and pedestrian crossings.
