The NC DOT Leadership & Management
Development Association (LMDA) is seeking nominations for
outstanding managers, supervisors, and leaders within the Department. The purpose of
this award is to recognize an individual whose accomplishments
and superior work performance represent the best possible
application of management principles. The individual can
include your supervisor or your colleague. A "Manager of the
Year" nominee would be an individual who is a role model for
other employees. The nominee does not have to be a
member of LMDA.

Winner 2008:
J. Kevin Lacy, P.E., CPM
State Traffic Engineer
Traffic Engineering & Safety Systems Branch
Kevin became the Director of the Traffic Engineering & Safety Systems Branch in April 2004.
Prior to this position, he managed the Traffic Safety Systems Section within the Branch.
He worked his way up the organizational ladder from a temporary Engineering Aide which gives
him a unique perspective to understand the details of the job duties related to Traffic Safety Analysis.
Kevin is the current President of the North Carolina Section of the Institute of Transportation Engineers (NCSITE).
He has been very active in this professional organization through committees, councils, and work groups.
He encourages his employees to get involved in their professional careers and in the future of transportation issues
through participation in training courses, workshops, and conferences. Through allowing his staff to participate in
providing expert knowledge, analyses, and team involvement, he has been extremely supportive of the ongoing
Transformation Management Team efforts. With his technical knowledge, excellent managerial and people skills,
he is extremely marketable for positions outside the Department, and yet chooses to remain here and work for
the citizens of North Carolina. He exhibits a commitment to his employees and the NC motoring public through
his accessibility by his personal cell phone, his willingness to participate in many hallway conversations,
and his willingness to be in the Regional Traffic Engineer's office when needed.
Winner 2007:
Jon Nance, PE, Field Operations Director
Jon has over 20 years of management
experience with the Department. He has worked in various
capacities including, Assistant Resident Engineer (Div. 6);
Resident Engineer, District Engineer, Division Maintenance
Engineer, and Division Engineer (Div. 5), and his current
position of Director of Field Operations. Jon represents a
very strong moral and ethical character. He encourages
communication and sharing of information at all levels and he
is an avid listener. He has a special knack for being able to
talk with upper management and politicians and get his point
across as well as having the sincerity and understanding when
dealing with all levels of employees and citizens in the
Divisions. He keeps apprised of the latest developments in
techniques, equipment, and processes through conversations
with his staff and his peers. Jon supports attendance for his
staff at related conferences, training, and workshops. He does
not shy away from volunteering for special work, recently
serving as the Durham County coordinator for SECC and
volunteering with Adopt-a-Highway to pick up litter on I-40.Nominees 2007:

Winner 2006:
Angela Crawford, MPA, DMV Personnel Officer
Prior
to moving, Angela was a SBP/CBP Training Administrator for
Training & Development. Angela also serves as the coordinator
for NCDOT’s Pilot Mentoring Program for Females, which began
in 2005. The program involves over 50 participants and
includes monthly learning sessions as well as individual
meetings between mentees and mentors. Angela is responsible
for coordinating the monthly learning sessions in addition to
tracking the progress of the mentee/mentor pairs. Her
involvement exemplifies her commitment to strengthen DOT
employees through training and education. Through Angela’s
hard work, participants have enjoyed a variety of monthly
programs that have been both educational and engaging. Angela
is always willing to listen to new ideas and has modified
training and development programs to suit the needs of the
participants.
