Acquisition of Scenic Easements
and Scenic or Historic Sites |

Objective:
The primary purpose of this category is to preserve
and protect scenic views and scenic or historic
sites in the viewsheds of State- or
Federal-designated scenic byways as well as
designated historic highways or rivers with the Wild
and Scenic River designation in historic sites. This
activity is intended to create an obvious
improvement to the use of a transportation corridor
by the traveling public, and to add to their
enjoyment of the area.

There must be an independent confirmation that the
land and scenic or historic sites possess the values
presented by the project applicant, such as being
listed on the National Register of Historic Places
for all proposed historic sites as concurred in by
the State Historic Preservation Office (HPO). The
sponsor must also guarantee the preservation of the
scenic or historic value of the acquisition by
placing the property or easement in public
ownership. |

- NCDOT must pre-approve both the appraiser to
be used as well as the appraisal of the
property(ies).
NCDOT cannot reimburse for purchase costs above
the NCDOT-approved appraisal amount.

| Allowable Uses:
|
- Acquisition, donation, or transfer of land
that possesses significant aesthetic, natural,
visual or open space values to preserve a
scenic viewshed.
- Acquisition of land around a historic site
adjacent to a designated scenic highway.
- Planning and transaction costs, including
appraisals, surveys, legal costs, etc. that
lead to the purchase/protection of
easements/properties.

Unallowable Uses:
|
- Purchase of land where no development is
anticipated in the foreseeable future.
- Purchase of a historic site that will have no
public use.

|
BUDGET ITEMS FOR CONSIDERATION:
|
-
planning and transaction costs, including
appraisals, surveys, legal costs, etc. that lead to the
purchase of easements/properties
- land acquisition
- interpretive signs and installation (if applicable)
|
- directional signs and installation (if applicable)
- construction of turnarounds and engineering costs
associated with these designs (if applicable)
- landscaping (if applicable)

Notes: NCDOT must pre-approve both
the appraiser and the appraisal of the property(ies).
