Rehabilitation/Restoration of Historic Transportation Structures/Facilities
Including Railroad Facilities and Canals

Objective:
This category is intended to preserve historic transportation buildings, structures, or facilities that are part of the surface transportation system. Rehabilitation and restoration of these types of historic properties can be accomplished by returning the property to a condition that makes a contemporary use possible, while preserving the significant historic features of the property. Furthermore, all proposed projects must either be listed on, or eligible for listing on the National Register of Historic Places. Applicants must include documentation of National Register listing/eligibility as concurred in by the State Historic Preservation Office (HPO) with their application in order to be eligible for funding.
Project sponsors are encouraged to coordinate these activities with the National Highway Traffic Safety Administration and other modal administrations. This TE activity is not intended to replace or duplicate existing Section 402 funding opportunities for bicycle and pedestrian activities currently available through the State and Community Traffic Safety Program.
Helpful Hints:
  • For a listing of historic sites, contact the NC Department of Cultural Resources.
  • For a listing of sites eligible for listing on the National Register, contact the State Historic Preservation Office (HPO).
  • For a listing of sites on the National Register, contact the HPO.
  • If you want to rehabilitate a historic bridge that either has already been moved from its original site or is currently being removed from its original site, please contact the Enhancement staff to determine if Enhancement funds can be utilized for restoration purposes.

EXAMPLES:

Allowable Uses:
  • Restoration or rehabilitation of railway depots, roadway or pedestrian bridges, canal viaducts and ferry terminals.
  • Costs associated with stabilization and restoration of the historic elements of the building and structures (both interior and exterior).
  • Costs associated with the contemporary upgrades of water, electric, heating, air conditioning, etc., when appropriate, to make building viable for public use.
Unallowable Uses:
  • Restoration or rehabilitation of a non-transportation related property located near a transportation facility.
  • Costs of creating improvements designed for a particular non-transportation use or tenant, such as office partitions, furniture, display cases, etc.

BUDGET ITEMS FOR CONSIDERATION:

  • architectural and engineering fees
  • project management
  • environmental documentation
  • construction costs
  • permits
  • landscaping
  • parking (spaces)
  • furnishings and equipment (if eligible)

Notes: Contingency amounts more than 10 % over a two-year period must be accompanied by a detailed explanation.
(A minimum of two construction estimates are recommended but not required prior to submission of application)
