The purpose of the NCDOT Funded Position Program is to augment the existing capacity of state and federal agencies with additional manpower to ensure that environmental issues are identified and resolved early in the transportation development process. Positions in this program are engaged in improving transportation and environmental decision-making processes and procedures, developing and recommending related draft guidance, providing training, providing technical assistance and project data, and coordinating project specific regulatory reviews. This program provides positions for proactive participation in the transportation and environmental decision-making process but not for enforcement or compliance activities.

As of July 1, 2007, NCDOT funds twenty-seven positions within five federal and state agencies including:
