Alternate Pay Systems (Career Banding, SBP, CBP)

What is Skill Base Pay (SBP) and Competency Base Pay (CBP)?

   Both CBP and SBP programs concentrate on long term department/employee goals, and provide a valuable basis of support for decisions related to employee recruitment, selection, retention, training, performance management and pay.

   SBP programs are generally established for semi-skilled to para-technical positions, whereas CBP programs are generally used for positions characterized as technical, professional and supervisory work. NCDOT has made attempts to stay consistent with wording utilized by the Office of State Personnel for alternate pay systems.

   Skill or competency based pay is pay that recognizes employees for the depth, breadth, and types of knowledge, skills and behaviors that they obtain and apply in their work. These competencies are observable and measurable behaviors, which include skills, knowledge, abilities and attributes that contribute to success on the job.
