Training and Development Academic Assistance Policy
 
When an employee desires training or additional education that is not offered by the Training and Development Section, he/she may apply for educational leave, with pay, in order to take a course during normal working hours. The following conditions must be met:
  1. The employee must be a permanent employee with the Department of Transportation
  2. The course must be job-related.
  3. The employee must obtain approval and recommendation from his/her supervisor.
  4. The course must be one that is not offered after normal working hours.
  5. The employee must complete Form PD-136, Application for Educational Assistance, to be submitted in triplicate to the Training and Development Section for approval and processing.
Any course taken must be from an accredited high school, business school, community college, technical institute, college, university, or other educational source approved by the State Personnel Director.

Leave with pay granted may not exceed actual classroom time for one course during any school term in addition to the amount of travel time to and from the school.

Any employee taking a job-related course after working hours must also complete Form PD-136 for approval if he or she wishes to request tuition refund upon completion of the course.

It is requested that leave requests for educational purposes be submitted prior to the time the employee is to begin attending classes.

Upon approval by the Human Resources Office, an approved copy of Form PD-136 will be forwarded to the employee and the employee's unit head or division engineer.

Tuition Refund

Upon satisfactory completion of the job-related course, eligible employees may apply for reimbursement of tuition, registration, and laboratory fee costs only. See Section 10-8 of the State Personnel Manual.

To apply for reimbursement, the employee must submit the following documents to the Training and Development Section for approval and processing:

  1. A copy of the previously approved Form PD-136 containing the employee's signature under "Reimbursement Application";
  2. grade report or evidence of satisfactory completion; and
  3. receipt for eligible expenses.
Requests for reimbursement should be forwarded to the Training and Development Section within 30 days of completion of the course.

Reimbursement may be received for an approved course taken during working hours or after working hours.
