Ferry Security Badge Since July 1, 2004, the NCDOT Ferry Division has been operating under the new guidelines of the Maritime Transportation Security Act (MTSA). Local U.S. Coast Guard units enforce these guidelines.

The MTSA, enacted on November 25, 2002, is designed to protect the nation's ports and waterways from a terrorist attack. It requires vessels and port facilities to conduct vulnerability assessments and develop security plans that may include screening procedures for passenger, vehicle and baggage; security patrols; establishing restricted areas; personnel identification procedures; access control measures; and/or installation of surveillance equipment.

Under the new guidelines, all NCDOT ferry passengers and vehicles are subject to voluntary screenings and photo I.D. checks. Anyone not agreeing to the screenings or I.D. check will not be permitted on the ferries. The ferries also are no longer permitted to carry unaccompanied baggage or unattended vehicles.

While we realize these new guidelines may be an inconvenience to some of our passengers, it is a necessity to follow them closely in an effort to ensure the continued safety of our passengers, personnel and property. We appreciate your patience and understanding as we implement these measures.

America’s Waterway Watch America’s Waterway Watch is a national awareness program that asks those who work, live, or recreate on or near the water to be aware of suspicious activity that might include threats to our country’s homeland security. Americans are urged to adopt a heightened sensitivity toward unusual events or individuals they may encounter in or around ports, docks, marinas, riversides, beaches or communities.

Anyone observing suspicious activity is simply asked to note details and contact the National Response Center’s Hotline at 800-424-8802 or 877-24WATCH.
